National teams are intended to consist of
players who wish to play at a higher skill
and tactical level, occasionally competing
out-of-region or at the national level.

American teams are more competitive
than Regional teams, but do not wish to
compete at the National level.  The
American Division is intended to attract
the top Regional Teams from last year so
that they may play at a more competitive
level.
